Fines start at $7,000 per instance; companies have only 24 hours to produce documentation that must already exist.
To help small farmers and producers, the company created a scholarship program that eliminates normal audit fees ($5–9k) and cuts the monthly recurring fee from $240 to $120. The vision includes replacing traditional museum trips with visits to Coinbase headquarters or blockchain companies so students can see real career paths. One book has already been given to Coinbase leadership.

Q4 Cyclical Low Thesis + Elevated Caution
Matt (40+ years of market experience) walked through Bitcoin’s halving cycle: historically a low arrives ~850 days after the halvling. That projects a potential market low in Q4 2026 (October–November). Elliott Wave analysis shows a clear corrective structure from the ~$125k area all-time high (lower highs, lower lows, overlapping waves, seven waves so far).
His proprietary Perfect Storm Index (published free daily on X @MDTrade around 8 a.m. UK time) currently reads 57 — above the neutral 50, signaling elevated market pressure. The index dynamically weights sentiment, inflation, oil, geopolitics, USD, liquidity, and Bitcoin dominance using AI. Sentiment sits at 55 (slightly complacent); high BTC dominance is viewed as a mild negative for alts.
Near-term view remains cautious — further lows possible, especially if Middle East tensions escalate. Longer-term: after a potential shakeout and peace process, lower oil → lower inflation → Fed easing → liquidity → new Bitcoin all-time highs, followed by BTC dominance drop and strong alt/AI-token outperformance. Matt plans to publish a top-10 crypto list (including AI names such as NEO Protocol) near the projected low.
